I updated everything to the latest Unity Editor. Also realized I had the wrong shaders on my hairs, those are fixed and the hairs look MUCH better!

Normal Blend Node
Description
Blends two normal maps defined by inputs A and B together, normalizing the result to create a valid normal map.
